According to The Functions, Framework and Personnel Size of the Ministry of Water Resources (State Document No. 87, 1998) approved by the State Council, the laws and the regulations concerned, the Yellow River Conservancy Commission (YRCC) is an agency of the Ministry of Water Resources in charge of the Yellow River basin and the inland river basins in such province as Xinjiang, Qinghai, Gansu and Inner Mongolia. YRCC, on behalf of the Ministry of Water Resources, takes on the responsibilities of water administration in these basins.
The Red River Basin Organization (RRBO) is a non-profit body under the Ministry of Agriculture and Rural Development of Viet Nam. The RRBO was established on April 9 2001 according to the Decision No. 39/2001 by the Minister of Agriculture and Rural Development of Vietnam. Dr. Pham Hong Giang, Vice Minister of Agriculture and Rural Development is Chairman of the RRBO.
As big as the Caspian Sea as recently as 8,500 years ago, Lake Chad is now Africa's fourth largest lake, with a maximum extent of 25,000km². One of three major wetlands located within the Sudano-Sahelian zone (the others being the Niger River Inner Delta in Mali, and the Sudd Swamps in Sudan), Lake Chad is rather shallow and has been particularly susceptible to the increasing variability and irregularity of rainfall during the last 40 years.
