The Grand River Conservation Authority manages water and other natural resources on behalf of 39 municipalities and close to one million residents of the Grand River watershed. The watershed is the largest in southern Ontario. The Grand flows from Dufferin County in the north to Lake Erie in the south. The GRCA, with headquarters in Cambridge, ON is the oldest water management agency in Canada and one of the oldest in the world.

The GRCA forecasts floods and issues flood warnings to municipal flood co-ordinators. The co-ordinators then implement their own local flood response plan and assist local residents. GRCA officials work closely with municipal flood co-ordinators, police, emergency management officials and others to operate, test and improve the flood warning system.

The Upper Thames River Conservation Authority (UTRCA) was the sixth Authority formed in Ontario, being created by Order in Council on September 18, 1947. The UTRCA covers the upper watershed of the Thames River, an area of 3,482 square kilometres. The watershed is mainly rural except for the larger urban centres of London, Stratford and Woodstock and has a total population of approximately 485,000.
